DHS Suspends Biden-Era Visa-Free CNMI Program for Chinese Nationals Amid Birth Tourism, Espionage Concerns

American citizenship is the most coveted legal status on the planet. It was purchased through sacrifice, defended by warriors, and codified in the most enduring governing document in human history. So it should disturb every patriotic American that a thriving underground industry exists to game our birthright system – flying foreign nationals onto U.S. soil specifically to deliver babies who instantly become citizens. No allegiance required. No assimilation expected.

No foreign power has been more aggressive in exploiting this vulnerability than Communist China. For years, organized networks have shuttled expectant Chinese mothers to American territory, secured U.S. passports for their newborns, and sent them home. It’s calculated. It’s methodical. And until very recently, the Biden administration was rolling out the welcome mat.

From Just The News:

The Department of Homeland Security published a notice Monday in the Federal Register that suspends a Biden administration-era travel program that allowed Chinese nationals to visit a U.S. island territory without a visa for two weeks.

The decision halted a program that allowed pre-screened Chinese nationals to visit the Northern Mariana Islands for up to 14 days without a visa, citing concerns the program could facilitate birth tourism, espionage and illegal travel to Guam.

Good riddance. The Trump administration just dismantled one of the most absurd immigration loopholes the Biden White House left behind. The program – called EVS-TAP – granted Chinese nationals visa-free access to the Commonwealth of the Northern Mariana Islands, a U.S. territory uncomfortably close to critical American military installations on Guam. Brilliant planning, really.

A program practically designed to be exploited

The numbers alone tell the story. Over 3,000 Chinese nationals waltzed through the program during fiscal year 2025. DHS itself concluded the arrangement posed “unacceptable security and law enforcement risks.” The agency flagged espionage, intelligence gathering, organized criminal activity, money laundering, and illegal onward travel to Guam. Birth tourism was just one item on a very long menu of threats. And yet, under Biden, the doors stayed wide open.

Trump closes the loopholes Biden created

This didn’t happen by accident. Four Republican senators – Mike Lee, Rick Scott, John Cornyn, and Bill Cassidy – raised the alarm back in April, urging DHS Secretary Markwayne Mullin to kill the program. He listened. He acted. That’s how responsive governance is supposed to work.

The suspension fits into a broader Trump administration offensive against birth tourism. In August, the President signed an executive order directing the State Department to crack down on the practice. Last month, the State Department rolled out new visa restrictions targeting those who profit from it.

Senator Lee captured the moment perfectly: “America is not a nursery for the CCP to steal citizenship.”

Here’s the kicker – U.S. law already prohibits granting tourist visas for the primary purpose of giving birth here. The statute was on the books the whole time. Biden’s team just couldn’t be bothered to enforce it.

Citizenship means something

Shutting down EVS-TAP is a necessary victory, but the war isn’t won. Birth tourism networks operate globally, and every loophole left unguarded is an open invitation to exploit American generosity. Citizenship isn’t a commodity to be harvested. It’s a covenant between a nation and its people. Leaders who understand that distinction are the ones worth keeping.

Key Takeaways

  • DHS suspended a Biden-era visa-free program exploited by Chinese nationals for birth tourism and espionage.
  • Over 3,000 Chinese nationals used the program in a single year near sensitive U.S. military installations.
  • The move is part of Trump’s broader offensive to defend American citizenship from foreign exploitation.
  • Republican senators raised the alarm in April – and the administration delivered results by October.
